A bank robber confirmed in Rockstar's official character reveal alongside Trailer 2. One of the many criminals operating across Leonida whose path crosses with Jason and Lucia. Further details about his role and relationship to the protagonists are yet to be revealed.
Jason's criminal landlord and the local drug smuggling boss operating in the Keys area of Leonida. Jason works for Heder as part of his criminal network. Heder is one of the key figures in the game's opening acts — the man who sets Jason's criminal life in motion before the main story escalates.
Referenced in Rockstar's official character description for Lucia: 'Lucia's father taught her to fight as soon as she could walk.' His name has not been confirmed by Rockstar. He is a key part of Lucia's backstory — the person who shaped her into the fighter she became, preparing her for a world that would always come at her swinging.
